#1 THE CAMPAIGN AGAINST PROPOSAL P THE PEOPLE’S CHARTER
Proposal P was the culmination of 3 years of concentrated, democratic, resident-led work that centered the needs of majority Black Detroit in a governing document. Detroit’s revised charter was rooted in elected official-accountability, strengthening human rights, and ensuring that the government was truly working for the residents and not just corporations. Throughout the revision process, city administration worked tirelessly to undermine the efforts of the revision commission. The administration actively undercut the charter revision process in several noteworthy ways:
- The office of the CFO produced a budget estimate based on absolute worst-case scenarios.
- When the state published a conservative and negative assessment of the proposed charter, the administration failed to fight for the rights of Detroiters.
- The administration slashed the budget for the charter revision commission, including the budget that would have allowed the commission to educate the public properly on the final product ahead of the August primary.
2021 was another difficult year for many Detroiters.
The problems we face have been intensified by the failures of Mayor Duggan, Detroit City Council Members and the City Departments that implement their policy. The pains we feel have increased due to the failure of many community leaders to demand better for majority Black Detroit.
